OVERARCHING LEGISLATIVE FRAMEWORK

International judicial cooperation requires greater speed in the persecution and prosecution of perpetrators of crimes, as substantiated in general by national judicial systems globally. Yet, international legislative bodies also need to observe the concrete and rather recurring instance of double prosecution in the case of those who are subjected to multi-State prosecution for the commission of transnationally punishable crimes.

Universal Criminal Justice embodies a mutual recognition of judicial decisions and absolute respect for the judicial interpretation of the internal regulations of each State, with strict observance of Human Rights and the minimum legal-procedural guarantees inherent to all States.
